In July 2008 Gloucester Heritage URC commissioned Alan Baxter & Associates LLP to produce an independant assessment of its performance against the baseline position in 2004.

to assess the extent to which 'heritage led regeneration' has been sucessfully realised
to assess the extent to which listed buildings, conservation areas and archaeology is percieved as useful stimuli for regeneration
to identify areas of actual or potential weakness or conflicts between heritage led regeneration or other priorities and suggest solutions
to assess whether the target of the repair of listed buildings is an appropriate measure of the Gloucester Heritage URC's success in heritage led regeneration
to review whether the area Characterisation Studies are proving useful tools to learning and its application to wider dissemination
