Work is currently underway to improve the connectivity between Gloucester Quays, through the Docks and into Upper Southgate Street known as Route 1.

Baseline position:
Pedestrians have to endure:
- difficult road crossings at Llanthony Rd, Commercial Rd and Kimbrose Way
- narrow, uneven or steeply-sloping and universally poor quality footways and routes
- obstacles along desire lines including street furniture and parked cars
- unclear navigation points (steps to Commercial Rd, Kimbrose Way)
- bleak, lifeless spaces filled with parked cars and streets dominated by noisy fast moving traffic
- long runs of inactive and some empty building frontages
- long barren stretches without visitor attractions or visual stimulation
- few, poor quality opportunities to sit, rest and shelter
The poor quality of this route along with traffic, parked cars and a lack of activity and interest along the way add up to an unduly long and tiring experienced travel distance and a series of spaces where people tend not to stay for recreation or socialising
The Future:
Out of all the routes from the Quays to the City centre and Cathedral, improvements along this route can be implemented soonest. This is because it does not rely on redevelopments associated with Blackfriars regeneration area to provide an attractive and lively setting
Physical change will focus on:
- Public space improvements to; Waterways Museum Square, Southgate Moorings, and Upper Southgate Street
- Crossing movements to; Llanthony Rd, Commercial Rd and Kimbrose Way
- Navigation movements at Steps to Commercial Rd and Kimbrose Way

Gloucester Quays City Centre Linkages Route 1 Position Statement.

Kimbrose Way.
Kimbrose Way remains closed to traffic. All northbound traffic approaching Kimbrose Triangle is diverted at St Anne’s Way to the South West bypass and to Westgate Island. The Park & Ride Service will also follow this route. There is still access to the Docks Car Park and Stagecoach bus service will turn right into Parliament Street to a new bus stop in front of the Climbing Warehouse.
Kimbrose Way re-opened Monday 12th July.
Kimbrose Triangle.
The route around the Triangle on Commercial Road will be closed from 12th July. This has been a late change on Health & Safety grounds because of the complicated junction arrangements that would occur around Parliament Street. Traffic will travel two-way on Kimbrose Way as in the final scheme.
Kimbrose Square.
Whilst there are some minor finishing works to the area in front of the Court and the Dental Practice, this area has now been opened to pedestrians. The major thrust will transfer to the area in front of the proposed Artwall and now that the foundation for the Artwall is complete we will begin to prepare the foundation for Kimbrose Tower
Ladybellegate Street Junction.
The Park & Ride buses will turn right into Ladybellegate St. The bus stop will be at the Longsmith Street end of Ladybellegate St.
Southgate Street.
Southgate Street is now closed to all vehicles. It will remain closed as a consequence of the permanent traffic order although Park and Ride bus service will return to this route at the end of construction. Access to Southgate Street for deliveries, both the closed section and the existing pedestrian area, will be via Longsmith Street.
Northbound deliveries should follow the diversion referred to in the closure of Kimbrose Way and approach from the north. Southbound deliveries will be advised to approach via Westgate Street, Upper Quay Street and Longsmith Street.
The existing one way at Longsmith Street will be suspended for the purpose of deliveries.
The section of paving in front of the Baptist Church completed 14 July. Pedestrians have been transferred to the newly laid tarmac in the centre of the street so that there can be a concentration on the east side. Access to shops will be maintained during this time.
Parliament Street.
A new build out for the bus stop has been built in Parliament Street for the diverted Stagecoach Service. A bus shelter will not be provided in this location as passengers only dismount for the City Centre and it would cause inconvenience to the Climbing Warehouse.
Commercial Road.
Demolition of the old Clutch Clinic is complete in Commercial Road to make way for the new Language Immersion Centre. It will not be possible to complete our works as the new building is constructed, so a temporary footpath will be provided and the works completed at a later date.
